It's a harbor area isn't it? Those orange-black cones make a good contrast to the rest of the picture. It gives a strange feeling with the large empty area in the front and they all those high buildings in the back.
It's a dock area where lake cruise ships hitch up but mostly it's just a big empty space with cracked and putted paving that's often used as a car park for nearby events. But, like every empty space in Toronto, it's soon to be filled with condos.
On the banality of ugly?

the perspective of those cones on the big empty space, the tiny gulls behind it and then the buildings with the sky with clouds that make the image complete!

The stripy bollard adds so much interest. Interesting TO has changed since I was last there. The Star building was not afforded such as residential view.
